
POPIA does not explicitly mention cookies, but it does require lawful and fair processing of personal information - and most cookies set by analytics or advertising platforms qualify as personal information once they can identify a person. The practical answer: yes, you need a cookie consent banner if your site uses tracking cookies.
Do I actually need one?
Probably yes if your site has any of:
- Google Analytics, Microsoft Clarity, Hotjar, or any analytics tracker.
- Facebook Pixel, Google Ads Conversion, TikTok Pixel, or any ad-platform tracker.
- Live chat widgets (Tawk, Crisp, Intercom).
- Embedded YouTube, Vimeo, or social media feeds.
Probably no if your site is a simple brochure with just a contact form (the cookies set by your CMS for sessions are "strictly necessary" and don't need consent).
What a good banner looks like
- Visible immediately on first visit, but does not block core content (full-screen modals are bad UX).
- Plain language: "We use cookies to improve your experience. You can accept all, reject non-essential, or customise your choice."
- Three buttons ideally: Accept all, Reject non-essential, Customise.
- Reject must be as easy as accept - this is a POPIA fairness principle. A single Accept button with no Reject is non-compliant.
- Stores the choice so the visitor isn't asked again on every page load.
- Actually blocks the trackers until consent is given. A banner that just shows the message but loads Google Analytics anyway is theatre, not compliance.

- WordPress free: "Complianz", "Cookie Notice & Compliance" - both block trackers properly until consent.
- WordPress paid: "Iubenda", "CookieYes" - more configurable, includes auto-generated cookie policy text.
- Custom-built sites: Cookiebot, Osano, OneTrust - drop a single script tag, configure via dashboard.
